Kevin P. Stoddard, CO, Licensed/Certified Orthotist
Kevin P. Stoddard earned a Bachelor of Science in Prosthetics and Orthotics from the University of Washington. He completed residency training with Shriners Prosthetics and Orthotics in Spokane, Washington. His additional training includes a stance-control orthotic symposium, Ottobock MyoBock seminar, and the Orthomerica Star Summit.
Kevin’s current clinical practice includes adult and pediatric lower-extremity orthotics, AFO/KAFO management, microprocessor and stance-control KAFOs, spinal orthotics, cranial remolding orthoses, and diabetic/pedorthic care. He is particularly interested in cranial remolding orthoses, wound healing and prevention and especially enjoys working with pediatric patients and veterans.
Before joining Pacific Medical, Kevin worked primarily in smaller practices and also spent four and a half years at the Portland VA. Pediatric care has been a significant part of his career. His professional involvement has included presentations to youth groups for professional-interest classes and service to physical therapy and occupational therapy clinics.
Kevin was introduced to prosthetics and orthotics by a family friend who was a physical therapist. As he researched the profession, he recognized that it combined several things he enjoyed, including interacting with and helping people and using fabrication skills to create something beneficial.
Outside of the clinic, Kevin enjoys spending time with family, watching his children and grandchildren participate in sports and other activities, camping, hiking, and biking.

Kayla Priebe, MS, Resident
Kayla Priebe studied Health Psychology with a minor in Communications at Eastern Washington University and earned a Master of Science in Orthotics and Prosthetics in Health Sciences from California State University, Dominguez Hills. She is completing her residency with Pacific Medical in Richland, Washington, and has completed CASCADE DAFO Assessment and Brace Selection Training.
Kayla’s current practice includes transtibial and partial-foot prosthetics, adult lower-extremity orthotics, AFO/KAFO management, and diabetic/pedorthic care. She is particularly interested in prosthetics and pediatric orthotics, with additional interest in pediatric pathology and upper-extremity prosthetics. She enjoys the continuity of prosthetic care and the opportunity to learn each patient’s individual needs over time.
Kayla’s first exposure to O&P came while working with the homeless community in Spokane, where she saw limb loss related to frostbite. She later toured the technical laboratory at Spokane Falls Community College and spent two years during high school and undergraduate education observing and assisting at a west coast based provider. Her graduate clinical rotations included Kickstart O&P, Summit O&P, and Navy Medical. Her professional involvement has included ISPO, COPA, the American Academy of Orthotists and Prosthetists, AOPA, Challenged Athletes Foundation, and What Is POP?.
Kayla did not originally plan to continue school beyond high school, but after discovering O&P and beginning to shadow at Evergreen P&O, she realized it was the career she wanted to pursue. She values the opportunity to help people while using hands-on skills.
Outside of the clinic, Kayla enjoys camping, hiking, paddling, swimming, biking, running, aerial silks, dancing, baking, crafting, and spending time with her husband and family. Before working in O&P, she also worked as a photographer for weddings, families, and couples.
Kaitlyn Woolf, MS, Resident
Kaitlyn Woolf earned a Bachelor of Science in Mechanical Engineering from the University of South Florida and a Master of Science in Orthotics and Prosthetics from the International Institute of Orthotics and Prosthetics. She is completing an 18-month dual-combined orthotic and prosthetic clinical residency through Pacific Medical.
Kaitlyn is early on in her career to becoming a certified practitioner and is open to learning all aspects of the O&P field. She is especially interested in microprocessor KAFOs and the growing role of technology in O&P and is interested in how technological advances can improve mobility and independence for patients with complex mobility limitations. She particularly enjoys working with veterans and pediatric patients.
Kaitlyn has a research background at the University of South Florida in rehabilitation technology focused on mobility and function. Her experience includes motion capture, wearable gait-monitoring technology, and supporting the design and testing of assistive devices and rehabilitation systems.
Her background in mechanical engineering and rehabilitation research introduced Kaitlyn to the connection between technology and patient care. She was drawn to O&P because it combines problem-solving, biomechanics, and hands-on patient care with the opportunity to create individualized solutions.
Outside of the clinic, Kaitlyn enjoys hiking and exploring the Pacific Northwest, camping, and snowboarding. She is originally from Florida.
Sebastian Moreno, MS, Resident
Sebastian Moreno earned an undergraduate degree in Biomedical Science in Veterinary Medicine and Biomedical Sciences from Texas A&M University and a Master of Science in Orthotics and Prosthetics in Health Sciences from California State University, Dominguez Hills. He is completing an 18-month dual-combined orthotic and prosthetic clinical residency through Pacific Medical’s Tri-Cities residency program. He is also a trained medical Spanish language interpreter.
Sebastian is particularly interested in cranial remolding orthoses, upper-extremity prosthetics, and 3D printing and digital O&P workflows. He especially enjoys working with Hispanic and pediatric patient populations.
Pacific Medical is Sebastian’s first O&P position. Before entering graduate school, he spent a year shadowing practitioners after discovering the profession following his undergraduate education. His experience also includes traveling to Ecuador with the Range of Motion Project to provide running prostheses to underserved communities and working in clinics across Mexico to learn different approaches to O&P care and provide services to local communities.
Sebastian was drawn to O&P by its ability to restore mobility and independence. An early experience watching a patient walk independently for the first time in three years, along with his later work providing running prostheses in Ecuador, reinforced the importance he places on empathy, cultural competency, technical innovation, and creative clinical problem-solving.
Outside of the clinic, Sebastian enjoys cooking, kayaking, traveling, and collecting and building LEGO sets.
Ramie Gue, CFo, Certified Orthotic Fitter
Ramie Gue earned a bachelor’s degree in Therapeutic Recreation from Eastern Washington University. Her background in sports medicine and orthopedics began with helping student athletes recover from injuries through rehabilitation, taping, and bracing. At Pacific Medical, her work also includes limb protector fittings, patient education, and supporting patients through postoperative amputation care and their transition into ongoing O&P treatment.
Outside of the clinic, Ramie enjoys spending time with her two young boys and supporting their activities and sports. When their schedule allows, her family enjoys camping, traveling, and spending time on the water.
Steven Phillips, CFo, Certified Orthotic Fitter, Territory Manager
Steven Phillips earned a bachelor’s degree in Exercise Science from Eastern Washington University. His clinical interests include spinal bracing and functional knee bracing, along with sports, ligament, trauma, and fracture orthotics. His background also includes two years working as a physical therapy technician, and his interest in body mechanics and rehabilitation ultimately led him into O&P. Steven is the Territory Manager in our Richland, Washington location.
Outside of the clinic, Steven enjoys golf, hockey, fishing, and camping. He is married and has two children.
Jenn Van Alstine, Regional Office Administrator
Jenn brings more than 20 years of combined healthcare experience to Pacific Medical, including 17 years in optometry and nearly five years with Pacific Medical. During her optometry career, she advanced through multiple levels of paraoptometric certification and later became a Certified Contact Lens Examiner. That experience also provided a foundation in insurance, billing, authorizations, and medical-necessity requirements that she now applies within O&P.
Jenn especially values the opportunity to work directly with patients and their families. She enjoys learning their stories and goals, advocating for them through insurance and authorization challenges, and watching their progress toward greater mobility and independence. The relationships that develop throughout that process are one of the most rewarding parts of her work.
Jenn entered O&P while looking for a change after a long career in optometry. What has kept her in the field is the connection she has developed with patients and coworkers and the opportunity to see the life-changing impact of orthotic and prosthetic care firsthand.
As a leader, Jenn values listening to different perspectives and maintaining an approachable, open-door environment. She encourages team members to bring forward questions, challenges, and ideas and believes different perspectives can lead to better processes. She strives to create a workplace where people work hard while also feeling valued and connected as a team.
Outside of work, Jenn enjoys camping, boating, Seahawks football, fishing, road trips, traveling, and spending time with her family and two rescue dogs. She also has a background in rodeo and cutting horses and enjoys spending as much of her free time outdoors as possible.
